New Zealand Agricultural Drone Rule Changes and What Farmers Need to Know

New Zealand’s agricultural drone rules are set to change, potentially making it much easier for farmers, growers and contractors to use drones for spraying and spreading.


The Government plans to create a simpler pathway for routine, lower-risk agricultural drone work. Instead of every operator waiting for a full CAA operator certificate, qualifying operators would notify the Civil Aviation Authority before beginning work.

The new pathway is targeted for mid-2027, but the detailed rules have not yet been written. Until they take effect, all current agricultural drone rules continue to apply.


At Ag Spray Drones, we support the proposed direction. New Zealand’s current approval process is slow and expensive, and it has not kept pace with the development of agricultural drones. We also believe people operating large drones need suitable training, clear rules and proper support.


What agricultural drone rules are changing in NZ?


The proposed changes are intended to cover routine agricultural work such as:

  • Spraying pesticides and herbicides

  • Spreading fertiliser and lime

  • Sowing seed

  • Spreading manure

  • Working across farms, orchards, vineyards, market gardens and forestry blocks


Operators carrying out qualifying work would use a notification process instead of applying for an individual CAA operator certificate.

More complicated or higher-risk operations would still require additional approval. Existing requirements for agricultural spraying from helicopters and aeroplanes are not included in this change.


CAA describes the notification pathway as a high-level policy decision. The next stage will determine exactly who qualifies, which drones are covered and what conditions operators must meet.


Do you still need Part 102 for agricultural drone spraying?


Yes. Nothing has changed yet.

Under the current rules, agricultural spraying and topdressing cannot be carried out under Part 101. You need the appropriate Part 102 operator certification and permissions before using a drone for this work.

This applies even if you are only spraying your own property.

A drone pilot training certificate and a CAA operator certificate are also different things. Completing a training course does not automatically give you permission to begin spraying.



Why does the approval process need to change?

Agricultural drones are no longer unusual experimental aircraft. They are established farming tools used throughout the world for targeted spraying, fertiliser application and work on difficult terrain.

However, New Zealand operators can currently spend thousands of dollars and wait many months for their operator certification to be approved. The Ministry for Regulation found that farmers considered the process costly, complicated and poorly suited to routine agricultural work.

A proper approval system should make operators demonstrate that they can do the job safely. Once they have met that standard, they should be able to get on with the work without sitting in an approval queue for months.

The proposed changes could also give farmers more choice. Depending on the job, they could use their own drone, employ a drone contractor, use ground equipment or bring in a helicopter or aeroplane.


Are New Zealand farmers falling behind?

The Government believes the existing system is slowing the adoption of agricultural drones in New Zealand.

Australia allows agricultural drones weighing up to 150kg to operate on farmland through a simpler licensing system. This does not mean New Zealand will automatically adopt the same weight limit, but it shows that large agricultural drones can be managed without putting every routine operation through a lengthy individual approval process.

The final New Zealand weight limits have not been announced. That detail will be especially important for larger aircraft such as the DJI Agras T100 and T70P.


Cutting through some of the sensational claims

Some of the opposition to the proposed changes has made it sound as though anybody will soon be able to buy a large spray drone and operate it anywhere without training, rules or oversight.

That is not what the Government has announced.


The proposal is to simplify the approval process for defined routine, lower-risk agricultural operations. The Government has also said that public safety and environmental protections will remain. The exact training, aircraft, maintenance and operating requirements still need to be developed.

There are real hazards associated with agricultural drones. They are powerful aircraft that may carry substantial loads, operate near roads and powerlines, and apply agricultural chemicals. Those risks require sensible controls.

However, identifying a possible hazard does not prove that the current paperwork and approval process is the best way to control it.


Fenix UAS has raised concerns about collisions, large aircraft and chemical application. At the same time, Fenix has acknowledged that the present operator-certification process is too slow and does not guarantee safe operation. Its preferred approach includes formal pilot licensing and additional training.

Fenix has also referred to reported vineyard damage caused by spray drift from an unknown source. Because the source was unknown, that example does not establish that an agricultural drone caused the damage.


Claims like this can create alarming headlines, but good regulation should be based on evidence. That includes actual incidents, the number of hours agricultural drones are being flown, the causes of accidents or drift, and whether particular requirements make operations safer.


Supporters of the changes also need to be realistic. A simpler approval process will not make every agricultural drone operation low risk, and it will not remove the need for capable operators.


The sensible outcome sits between the two extremes: clear operating limits, suitable training, properly maintained aircraft and an approval process that matches the actual level of risk.


What does the wider drone industry say?


There is more agreement within the industry than some of the public debate suggests.

UAVNZ supports a simpler pathway for predictable agricultural operations that meet a defined standard. It has also recommended trained operators, approved aircraft, maintenance requirements, operating limits, record keeping and effective CAA oversight.


The Agricultural Drone Association has welcomed the proposed reforms while supporting continued pilot competency, chemical-handling knowledge and practical assessment.

The main disagreement is therefore not about whether safety matters. It is about which requirements actually improve safety and which ones simply add time and cost.


What has not been decided yet?


Several important details remain unknown:

  • Which drone models and weight classes will qualify

  • Whether the pathway will cover contractors as well as farmers operating on their own properties

  • What pilot qualifications or practical assessments will be required

  • What aircraft inspection and maintenance standards will apply

  • What operating distances, airspace rules and separation requirements will apply

  • What operators will need to include when notifying CAA

  • Exactly what CAA will consider routine or lower-risk work


These details will determine how useful the new pathway is in practice.


Should you buy a spray drone now or wait?


That depends on when you want to begin operating.

If you want to spray or spread during the coming season, you need to plan around the current rules. The proposed changes are not expected before mid-2027, and that date could move as the rules are developed and consulted on.

If you are planning further ahead, now is a good time to investigate the opportunity and understand the complete cost.

Your budget should include:


  • The agricultural drone

  • Batteries and charging equipment

  • A suitable generator

  • Spraying or spreading equipment

  • Training and regulatory approvals

  • Insurance

  • Transport

  • Maintenance and replacement parts


You should also consider how many hectares you can realistically cover, the work available in your area and whether the drone will be used on your own property or as part of a contracting business.

A simpler approval pathway may reduce the cost and time required to get started, but the drone still needs to make sense for your operation.


Common questions about the NZ agricultural drone rule changes


Has agricultural drone certification been scrapped?


No. The current Part 102 requirements remain in place. The Government has announced its intention to create a future notification pathway for qualifying routine agricultural drone work.


When will the new agricultural drone rules begin?


The target is mid-2027. Detailed design and public consultation still need to take place before the new pathway can begin.


Will agricultural drone training still be required?


The final requirements have not been published. However, the main agricultural drone industry organisations support continuing competency and training requirements.


Will the rules cover the DJI Agras T100 and T70P?


That has not been confirmed. The Government has said it is investigating greater flexibility for larger drones, but the New Zealand weight limits and eligible aircraft have not been decided.


Will contractors qualify?


Possibly, but the final scope has not been established. The detailed rules will need to explain whether contractors and farmers using drones on their own properties follow the same pathway.


Can I spray my own farm without Part 102 now?


No. The current rules continue to apply until the proposed notification pathway has been finalised and brought into effect.
